With the progress of society and development of economy, various extreme climate events, such as droughts,floods and cold injuries, exert more and more siginificant impacts on social-economic activities. Climate change has become one of the central problems concerning human being living and national sustainable development.It has aroused great concerns of international community, all govements and the public in the world. To meet the needs of the national economic construction and the changing international environment, with the approval of the State Council, the National Climate Centre (NCC) of China Meteorological Administration (CMA) was founded in January 1995. With the endeavors in the past eight years, NCC has developed into a national operational and research centre of climate in China,involving climate monitoring and diagnosis, climate prediction, climate impact assessment as well as climate change. At present time, NCC had qualified capability and function as a WMO/regional climate centre. Therefore, CMA has made decision to set up Beijing Climate Centre (BCC) in March 2003 so as to fulfill duty best.
Infrastructure

Main Tasks and Overall Goal

Main Tasks:  
 
To Monitor and diagnose global atmospheric and ocean conditions, especially in East Asia, as well as significant climate events(e.g. ENSO);
To provide global climate predictions and impact assessments at monthly, seasonal and inter-annual timescales, particularly in East Asia;
To carry out research on global and regional climate change, detection development of regional climate scenarios and response strategy options;
To strengthen collaborations between National Meteorological and Hydrological Service (NMHS) on related observation, communication and computing networks for data collection and exchange;
To provide climate data base and archiving services;
To provide relevant climate products services such as interpretation, evaluation, processing, detection and issue etc.
Overall Goal:
To propose climate research and development projects and coordinate with other Regional Climate Centers (RCCs);
To formulate plans of the studies of climate variability, predictability and impact in the region;
To develop consistent practices to handle conflicting information in the region;
To develop validation procedures relating to seasonal-to-interannual forecasting products and enhance co-ordinations with other RCCs;
To develop regional models, methods of downscaling and interpretation of global forecast products;
To undertake application research, and assist development and application of specific products for various users;
To study the economic value of climate information.
